Kāinga Ora took on one of the largest housing programmes in the country: renewing tens of thousands of ageing state houses across Auckland and building the infrastructure to let those neighbourhoods intensify. A programme that big needed a strong client-side team to hold scope, programme and cost across many partners, and to keep it moving.

Kāinga Ora brought RCP in as its client representative and programme manager, and as the link between Kāinga Ora and LEAD Alliance, the civil-infrastructure alliance doing the work. RCP held the scope, programme and cost across three of the five Auckland development precincts, around $300 million of infrastructure, working inside Kāinga Ora's own structure rather than beside it.

RCP built the procedures and communication channels that brought consistency to a sprawling programme and cleared the way between Kāinga Ora and the alliance. Over time that steadied the relationships and cut the cost overruns and delays, and when the alliance contract came up for renewal, RCP advised on how to sharpen it.

RCP was part of the programme over several years, carrying the systems and standards it built into the way the work was run. The Māngere neighbourhoods have gained the roads, pipes and services to support thousands of new homes.
