As the Ministry of Justice's project manager, RCP provided strategic advice, ran the stakeholder and end-user group engagement across the many agencies moving in, managed the design and handled full contract administration. Bringing agencies that had always worked apart under one roof made that engagement the heart of the job. The result draws services that once operated separately into a single civic anchor for Christchurch, designed to keep functioning through the events that most demand it.

Te Omeka draws all of Christchurch's justice and emergency services into one purpose-built precinct in the central city, the largest multi-agency government co-location in New Zealand's history. Three buildings make up the site: the Justice Building, with 19 courtrooms and the associated court and legal functions; the Emergency Services Building, housing Police, Corrections and the emergency services and civil defence agencies; and a separate carpark. A purpose-built Emergency Operations Centre gives the region its response capability for local, regional and national incidents. Because the precinct has to keep working when it is needed most, it is designed to IL4 and built to stay operational after a one-in-500-year earthquake.
