New Zealand's racing clubs had built up their venues over generations, dozens of thoroughbred and harness racecourses, raceways and training grounds spread the length of the country. By the 2020s that network had grown larger than the industry could carry.

New Zealand Thoroughbred Racing, Harness Racing New Zealand and TAB New Zealand appointed RCP as an independent consultant to build a national masterplan for the venue network. RCP drew together more than a decade of existing reports and reviews, established a national infrastructure baseline, and modelled how the network could be optimised meet future racing and training demand across both codes.

That modelling tested different configurations of venues against where horses, participants and racing activity were located. The work weighed each venue on its use, catchment and role in the wider network, so decisions could rest on evidence.

More than 50 engagements with clubs, participant groups and industry bodies informed the thinking as it developed and sharpened the focus on training and increasing race field sizes, which participants identified as critical requirements to secure the future of the industry. RCP set out a tiered network of metropolitan, provincial and community venues, backed by a smaller group of regional training centres as core infrastructure.

The outcome was the first national, cross-code masterplan for New Zealand racing. It became the basis for One Equine View, the shared position NZTR and HRNZ adopted in July 2026 to guide how the network is invested in and scaled over time.

RCP’s experience in complex, multi-stakeholder infrastructure projects helped us bring real clarity to the options in front of us and gave everyone greater confidence in the foundation for the decisions we ultimately make.
